Japanese passport holders can enter Guam under the Guam-CNMI Visa Waiver Program for up to 45 days without an ESTA or US visa. No fee, no advance application beyond the CBP I-736 form (filled out on the plane or at the airport). Passport must be valid for at least 6 months and must be a biometric (e-passport with the chip symbol). You need a return ticket on a participating carrier, a completed I-736 form, and a completed I-94 arrival form.

The Guam-CNMI waiver is separate from the US Visa Waiver Program (ESTA). You can also enter Guam with an approved ESTA ($21, valid 2 years), which allows 90 days and onward travel to the US mainland. If you only plan to visit Guam, the Guam-CNMI waiver is simpler. The I-736 requires your Guam hotel address and return flight details. CBP officers at Guam's A.B. Won Pat Airport (GUM) process arrivals quickly since Guam is used to high volumes of Japanese tourists.

Direct flights from Tokyo Narita to Guam run about 3 hours 30 minutes on United Airlines, Japan Airlines, and several charter carriers. Osaka Kansai and Nagoya Chubu also have direct service. Guam uses the US dollar. No mandatory vaccinations. Guam is a major resort destination for Japanese tourists, so Japanese is widely spoken at hotels, restaurants, and shopping malls in Tumon Bay. Duty-free shopping is available at the DFS Galleria. Guam is 1 hour behind Japan (ChST is UTC+10 vs JST UTC+9).
